Established in 2002, the exchange program was developed by CTDEEP as a management strategy to reduce nitrogen loading discharged into Long Island Sound. All 79 sewage treatment plants located throughout the state participate and either receive or purchase credits within the program. In 2015, the Norwalk WWTP nitrogen performance was exceptional and the facility located at 15 S. Smith St. ranked fourth overall within the state in receiving nitrogen credits.

The 12-month rolling average was 583 pounds per day of nitrogen discharged into Long Island Sound. WPCA Chairman, Darren Oustafine, said “this was the lowest amount of nitrogen discharged from the plant since the program’s inception in 2002”.

The plant is operated by CH2M Hill, Inc. of Englewood, CO since 2000. For more information on the CTDEEP’s Nitrogen Credit Exchange Program, visit their website. For more information on the Norwalk Water Pollution Control Authority visit their website.
