Ayala, 31, a Democrat from Bridgeport, had represented the 128th District. Despite being under investigation, she ran in a primary last year but lost.
Facing eight counts, she rejected the deal Thursday, ctpost.com reported.
According to ctpost.com, Ayala is accused of voting in districts she did not live, other election law violations, and tampering with evidence.
The seat in the 128th District is now held by Christopher Rosario, a Democrat.
