Officers stopped Toby Waring, 34, of Fairfield, because his car did not have a front license plate, police said. A check of the DMV database found that the car's registration had expired in December, according to the police report.
When the officer approached the car, he noticed that a metal push rod, commonly used to pack a crack cocaine pipe, was in view in on the front seat, police said.
Waring was asked to step out of the car, police said. He initially said he he had nothing illegal in the car but later said he might have some needles, police said.
A search of the car found several empty wax folds commonly used to hold heroin, a glass smoking pipe with copper mesh and burnt residue, two small bags with crack cocaine rocks, 13 syringes in a white first aid kit with small amounts of heroin in them, and a metal spoon with a copper mesh and burnt residue, police said.
Waring was charged with driving an unregistered car, failure to display a reflective plate, driving with a suspended license, possession of drug paraphernalia and possession of narcotics.
He was held on $2,500 bond and given a court date of Feb. 10.
