FAIRFIELD, Conn. - A 20-year-old man was arrested after officers found heroin, marijuana and a bottle of liquor in the car Thursday evening during a traffic stop for failing to have a front license plate, Fairfield police said.

Officers stopped Robert Flanagan of West Haven at the McDonald's in the circle on Kings Highway East and Post Road, police said. When officers approached the car, Flanagan was making "furtive movements," police said. He told the officer that he had a marijuana grinder in the car when asked whether he had any drugs, police said.

After the passenger, Felicia Stolz, 19, of Shelton, also admitted to having marijuana in the car, the officer called for a K-9 unit and more officers, police said. Stolz was issued an infraction ticked on a charge of possession of less than five ounces of marijuana and released on the scene.

During a search of the car, the Westport K-9 officer, Koda, alerted to several places in the car, leading officers to find 17 folds commonly used to hold heroin, police said. Nine of the folds were empty and eight still had the drug inside, police said. Officers also found a one-liter bottle of vodka in the car as well as more marijuana, police said.

Flanagan was charged with possession of drug paraphernalia, possession of narcotics, possession of alcohol by a minor, possession of less than five ounces of marijuana, failure to display a front plate and driving without insurance.

He was released on $1,000 bond with a court date of April 23.
