According to the police report, an officer on routine duty saw a car with the engine left on while parked in the area near the Home Depot in Fairfield. The officer pulled behind the car to find out whether the driver needed assistance, police said.
When the officer approached the car, the driver got out and attempted to throw away a black plastic bag, which he told the officer wasn't his, police said.
Upon inspection of the bag's contents, the officer found a Huskey 185-piece tool kit valued at $99 and a Dualt 18-volt drill valued at $149.
The officer took the driver, Jonathan Young, 49, of Bridgeport, into custody. While Young was in custody, the officer found a glass pipe with burnt ends commonly used to smoke crack cocaine in Young's pocket, police said.
Young was charged with sixth-degree larceny and possession of drug paraphernalia. He was released on a promise to appear in court Aug. 12.
