Michelle Phelan, 41, of Mill Hill Road, was arrested on charges of illegal possession of a control substance less than 4 ounces, risk of injury to a minor, third-degree burglary and sixth-degree larceny, police said Monday.
The medication taken from the young child was in capsule form, and Phelan had been stealing it for personal use, police said.
In the past, Phalen had been given permission to enter into the victim's home, however, on these occasions she was not, police said.
The parents became suspicious about the medicine their child was taking, and began to monitor it by placing a camera in the kitchen where the medication was kept, police said. That footage led to the arrest of Phelan and has been submitted as evidence, according to police.
Phelan had had been opening the capsules and replacing contents with low-dose aspirin, police said. Parents told police they had noticed that the contents of the capsules had changed.
Police said this was not an isolated incident and that it had occurred about two or three times.
Phalen was arrested on a warrant. She is scheduled to appear in court on Nov. 11.
