Operation Nip Tuck was launched in response to numerous complaints from residents and business owners regarding drug dealing, loitering and public drinking on lower Ely Avenue in Norwalk, police said. Tuck's passenger, 26-year-old Yolanda Williams of Woodward Avenue in Norwalk, was also arrested after police said they found seven bags of heroin in the car.

Williams's 18-month-old child was also in the car at the time of her arrest, police said. Officers brought the child to police headquarters, where they released the child into the custody of the Connecticut Department of Children and Family Services.
