Leeper worked as a school administrator in New York City. There she managed the school's data-driven instructional model, coordinated testing and was the director of special education.

When Leeper moved to Connecticut, she earned a job at the State Department of Education in the Performance Office. There she collaborated with stakeholders statewide to expand the federally mandated school and district accountability system beyond simply student testing data.

The system now features student growth, chronic absenteeism and access to courses that prepare students for college and careers, as well as access to the arts, among others. This system is a model for other states looking to diversify the ways in which they approach school and district accountability.

Leeper has a bachelor of arts degree in political science and religion from Wellesley College and earned a master's degree in public policy from the University of Chicago’s Harris School of Public Policy.

Leeper is married to Nick Leeper, who is a principal at Ross, Jeffrey, & Antle, and together they are raising their two young sons, Sam and Ben.
