Dominican National Sentenced For Trafficking 'Black Tar' Heroin

A Dominican national is facing deportation following his prison stint for trafficking “black tar” heroin into the area.

Hugo Tejada, 26, a citizen of the Dominican Republic who last lived in Waterbury, was sentenced to 57 months in prison after pleading guilty to possession with intent to distribute and distribution of, heroin. When his prison term is over, U.S. Attorney John Durham said Tejada faces immigration proceedings.

Black tar heroin is dark, sticky like tar or hard like coal and the result of crude processing methods that leave behind impurities.

The Drug Enforcement Administration received information in August 2015 that a person was in possession of 1.5 kilograms of “black tar” heroin from Mexico and was in need of a buyer. The DEA identified the suspect as Tejada, and investigation determined that he had two associates, Ivan Lerma and Vladimir Rodriguez-Lara.

On Aug. 10 and Aug. 20, Tejada drove Lerma to meetings where he supplied the heroin to confidential informants working for the DEA. On Aug. 13, they agreed to sell 1.5 kilograms in exchange for $76,000. Investigators arrested all three on Aug. 27 when they attempted to sell the heroin to the informant.

Tejada pleaded guilty on July 20, 2016. Lerma and Rodriguez-Lara pleaded guilty to similar charges and have already been sentenced.
